Dogra Sadar Sabha (DSS) held an emergent meeting after their President Th. Gulchain Singh Charak received SOS calls from the Muslim Dogra community of various international chapters of DSS located in UK, US, Gulf and PoJK. The Dogras world over are grossly disturbed over the evil designs of Pakistan in which they are in the process of introducing the 14th amendment bill to the PoJK Interim Constitution 1974, in order to annex illegally the occupied portion of erstwhile J&K State by Pakistan as a province of that country.
The proposed amendment aims at instituting certain draconian clauses in the interim constitution of the so called Azad Kashmir to further tighten the noose around the captive populace of occupied J&K and curtail whatever scanty civil liberties exist at present. The amendment continuous to befool the Gullible population on both sides of the LoC as well as the world community by using façade of calling POJK as Azad Kashmir any voices of dissent or political initiatives considered by Pakistan against their interests will be silenced using all means by exploiting the new clauses of the amended constitution and virtually enslaving the forcibly occupied part of J&K state.
It is alarming that the Pakistan government is allegedly planning to overshadow the working Prime minister of PoJK Raja Farooq Haider, grab all administrative powers and install a puppet military ruler. As per reports Pakistan plans similar machination to annex Gilgit and Baltistan, subsequently. Raja Farooq Haider is the main opponent of Pakistan’s hegemony and opposes the idea of merger of POJK with Pakistan.
Giving details Th. Gulchain Singh Charak explained details received from various Dogras from different parts of our country and abroad. According to them the amendment bill drafted by the Pakistan Law minister proposes to revive the six member ‘Kashmir Council’ suspended earlier and making it all powerful curtailing freedom of forming association and expression. The council will have absolute superior authority over the PoJK Legislative Assembly and function directly under the Prime Minister of Pakistan who will be the Chairman. Thus Pakistan wants to wield unlimited absolute authority by scuttling democratic provisions in PoJK. However the areas of Gilgit Baltistan are kept out of this preview for the time being. The new proposed Legislative Assembly of PoJK has also earmarked five seats each for Jammu and Kashmir, while two for Ladakh—an act that is blatant interference in our internal affairs. These 12 members are not supposed to have any legislative powers or rights of voting for election of Pakistan’s president or PM, as per the proposed amendment; thereby treating these areas as second rate citizenry.
These mechanizations of Pakistan as contained in the proposed 14th draft amendment bill have exposed the falsehood of Pakistan Government’s repeated stand of supporting the ‘Kashmiris’ in their fight for their ‘self determination’. The local PoJK leaders feel cheated as their fight was never to join Pakistan. It is also a big eye opener for all those ‘separatists’ and so called Kashmiri leaders who have driven three generations of Kashmiri youth to death in the garb of ‘self determination’, or ‘Azadi’ after playing radicalised stooges to the expansionist clever deceitful mechanizations of successive Pakistani governments and political leadership of that rogue country.
The DSS strongly urges the Government of India to pre-empt this proposed wicked move of Pakistan, come to the aid of democracy in PoJK and fulfill the promises as per the parliamentary resolution of 1994 to retrieve PoJK from the illegal occupation of Pakistan and let the people of that region also enjoy the fruits of democracy as in this Union territory of J&K. Former Minister Th. Gulchain Singh Charak also urged all Dogra organizations including International chapter of DSS, Political parties, and people from various social and religious groups to shed all differences and join together to start a mass movement against the Pakistan Govt. to save the Dogras of POJK and also of this side who are being killed by the Pakistan army by firing from across the border.
