All Jammu Civil Society Forum (AJCSF) has demanded a definite solution to J&K problem acceptable to all the three regions of the State—Jammu, Kashmir and Ladakh.

Singh Charak Former Minister, President Dogra Sadar Sabha & Forum’s Convener said that a neat and clean, honest, non-discriminatory andcorruption free government that is fair to all and which is capable of providing balanced share in power and development to all the three regions of the State is the immediate need of the hour.
Mr. Charak told reporters that AJCSF yesterday met the All Party Parliamentary Delegation (APD) which was led by Union Home Minister Rajnath Singh and submitted a memorandum to the APD which contained all the genuine demands and aspirations of the State.
He said that there is a full collapse of governing machinery and near total hibernation of the politicians of all main parties including sitting MLAs and Ministers from their respective constituencies.
He further said that as the common man has no access to Civil Secretariat, which is shut and all routine matters including payments that need government’s approval, Forum’s Convener said that they requested the delegation to issue directions to the State Government for making the Summer Secretariat at Jammu functional with full powers so that the public may heave a sigh of relief.
Expressing concern over the attacks on Jammu based truckers and oil tankers and the damages caused to their vehicles in Kashmir by the miscreants and rioters and the losses suffered by the Jammu region, Mr. Charak said: “The trade, commerce and business in Jammu region has come to a standstill with whopping amounts of pending payments from Kashmir. The pipeline supplies of goods and merchandised received from within the country and abroad are stuck in warehouses due to frozen money circulation.
Tourism, hotels and pilgrimage which were the mainstay, have largely suffered. The losses are enormous and have caused devastation to the small scale suppliers, businessmen and tradesmen who have been pushed to starvation. Development works have halted for want of release of funds by the government. Even routine payments like meager annuity to widows and gallant soldiers have not been paid after April 2015.”
He further said: “Enough had been enough and now we have united as All Jammu Civil Society Forum—a non-political Society of the entire Jammu region comprising of all communities, religious entities and a broad cross-section of likeminded peace loving nationalists from all walks of The Convener of AJCSF said that the Forum suggested the delegation that the disturbed conditions of the Kashmir are getting grave and far from normalcy.
Referring to the Home Minister, the Forum’s Convener said: “Yourtwo visits within a span of a month convey the deep concern it has caused to you and the government.”
“Although the ‘epicenter’ of the problem is truncated in the Kashmir Valley, its tremors and devastation jolts are felt throughout the State and has the potential of national dimensions,” Mr. Charak informed the delegation adding that as a face saving exercise there have been number of delegations, self styled specialists among lime light seekers, interlocutors and working groups for the Kashmir cause.
“We have also listened carefully and examined various speeches in and outside the Parliament and the State Assembly. However the effect of all these remained a short lived patch work to gain a temporary calm that has ultimately snow balled into the situation as is on ground today,” he reminded the delegation.
Frustrated from the hollow slogans, false promises, un-kept assurances and projects hanging in lurch for years together, the peaceful and ever-tolerant, soft spoken, shy and hospitable population of Jammu Division is now pinning its hopes on Civil Society. Politicians of all hues, variety of political dispensations, combinations,political dynasties and catch ‘twenty two’ type marriages of compulsion have all deprived this region of their genuine share of the enormous aid received from the Central Government, which has been a persistent routine complaint of Jammu.
The Forum further appealed the APD for telecasting special programmes of 20 hours regularly to counter the vicious propagandaby the Pakistan television aiming at creating hatred in our side by starting Duggar Channel on the analogy of DD Kashir.
He further said that Jammu region has been bearing all such fallouts haplessly only to face fresher jolts and losses of lives and property; with added destructive vigor each time.
He said that as the present crisis has been going on for the last two months, this exposes ill planned, abrupt and shortsightedsolutions to brush the main issue under the carpet.
The four major political parties have displayed their abilities and tried out their might for seventy long years in varied combinations and through generations of leadership with the result as written on the wall. Their impact, influence and efficacy has been more than evident during your two visits as Home Minister and of the delegation as a whole on4th of Sept 2016. Thus the “All Jammu Civil Society Forum” (AJCSF) has come into being. The time has come now, when we have to bring an end to this mayhem, losses of lives and property and utter waste of national resources, affecting business, tourism and causing It must be understood that the Kashmir issue is much beyond a mere law and order problem. It needs a strong united political will of the nation by rising above the party politics and vote bank compulsions. No short sighted
cosmetic solutions without taking on board all stake holders and all three regions of the state can be workable to bring lasting peace.
