The president Dogra Sadar Sabha (DSS) convened a special meeting of the DSS executive body to review implementation of the various points taken up by the DSS delegations with the Hon’ble Governor and his advisors after the dissolution of state assembly. The members pointed out that most of the matters stay un-acted upon or else very little has been done on the vital issues projected by the DSS.
The executive body pointed out that although the Governor was very prompt and kind while allocating a sum of Rs 65Cr to start the Mubarak Mandi renovation work in the last financial year. However, now progress is visible on ground. Even the fate of the allocated amount is unclear, if it was at all released in the last financial year, carried forward, or else lapsed in the din of usual bureaucratic red tape. Once again the monsoon is already knocking at the southern parts of the country and the crumbling structures of the precious, prestigious Dogra heritage may get obliterated in next few months or else suffer additional extensive damages, beyond retrieval and enormous escalation of restoration costs.
It is believed that the projection of the DSS regarding safe storage of the records and files of the archives was understood and some files have been moved to the old information department building Mubarak Mandi without renovation/ repairs. The amount of Rs 50 Lakh released by the last elected government for renovation has been spent in a most extravagant and inconsiderate manner as per the information received on our RTI request. Yet NO renovation has been carried out, which may need fresh estimates, demand, sanction and release of funds; thereby putting the action in cold storage and subjecting archives to yet another monsoon which they may not withstand before total ruine/destruction.
The DSS members also pointed out that it is now a year when the governor’s bold step got the Panchayat elections carried out. But the institutes of Panchayats are still toothless and resource less. The declared “three tier system” under the 73rd amendment is yet to see the light of the day since no Block, and Distt level councils have been formed. The elected Panches and Sarpanch are left with only four years and will stand to lose faith of people for not being able to function and deliver results.
Th. Gulchain Singh Charak expressed his deep concern over the incidents at Bhadarwah. Although cow vigilantism has been ruled out by the police and investigating agencies, yet the incident reflects some communal tension and discord. He urged restrain to the members of all communities and asked politicians and social activists to douse the fire and refrain from any instigating statements that can lead to provocation and worsen the situation. He was hopeful that the traditional composite Dogriyat will prevail and mutual faith and brotherhood with consideration of each other’s sensitivities will be maintained.
The members decided to take out a peaceful Rally and stage Dharna to press for their demands from Dogra Sadar Sabha Bhawan on 21st May, 2019 and submit the memorandum to Hon’ble governor prominent among others who expressed their views in the meeting are Prof. N. K. Dogra, Sh. Prem Sagar Gupta, Col. Dr Virendra K. Sahi,VrC, Gambhir Dev Singh Charak, A. K. Angurana, Maj. Gen. Mrs. Sunita Kapoor (Retd) VSM G. A. Khwaja, Mrs. Santosh Magotra, Prof. Anita Billawaria etc.
