All Jammu Civil Society Forum (AJCSF) is a recently activated coronary of the Dogra Sadar Sabha established in 1904. It is constituted of likeminded prominent citizens from all walks of life belonging to all regions and religions from the Jammu Province to include areas of Poonch, Rajouri, Doda and Kishtwar. The Nation has to understand that due to circumstantial and forced reasons, there are enormous migrations from Kashmir and Ladakh to Jammu. Now it is the Jammu region which represents the J&K State by its composite, unified, cosmopolitan and secular culture of all three regions and all the major religions put together. The pseudo Kashmir representation by hand-ful isolated leaders of a very small segment hailing from four/five districts has to be now re-evaluated and de-prioritized accordingly.
The disturbed conditions of the Kashmir Valley are grave and yet far from normalcy. There is no let up in the agitations and Pakistan sponsored terror attacks explain a lot to observe and conclude.
We are a non-political Society of Dogras comprising all communities, religious entities and a broad cross-section of likeminded peace loving nationalists from all walks of life. Jammu region houses population from all three regions of the state and thus represents all three regions of Jammu, Ladakh and Kashmir.
Dogras are a nationalist warring people and have always stood steadfast with the Government and Parliamentary forces. The All Jammu Civil Society Forum (AJCSF) fully admires the changed bold stance of the government in tackling terror. We fully trust and support the ‘Surgical Strike’ and offer unflinching support to the government and our troops for any such future actions if forced upon by enemy misadventures. AJCSF appreciated the Government decision to open an IIM at Jammu as a step in the right direction.
There is a full collapse of governing machinery in J&K. Although the ‘epi centre’ of the problem is truncated in the Kashmir Valley, its tremors and devastation jolts are felt throughout the state and has the potential of national dimensions. At a rough estimate the losses suffered by the trade, industry, transportation, tourism and hotels have come to a whopping estimated amount of Rs 4,000 Cr up to now. That besides, the forced migrations from border regions leaving behind standing crops ready for harvest have further caused agricultural losses to poor farmers to thousands of Crores. The Farmers have been driven to a state of starvation and need immediate relief for them and their live stock.
A common man has had no access to state secretariat this year which was closed and all routine matters were stuck including payments that needed government’s approval. Development works have halted for want of release of funds by the government and contractors have deserted work sites. Enough had been enough and now as All Jammu Civil Society Forum (AJCSF) have the following pressing demands for immediate consideration:-
Ø A permanent peaceful solution of the present J&K problem be found by taking all stake holders on board; that is acceptable to all three regions. One way is to grant Regional autonomous councils to all three regions within the constitution frame work.
Ø Till restoration of normalcy in Kashmir, we request for strict vigil on the situation in sensitive areas of Jammu region, so that any back lash from Kashmir does not spill over to disturb the prevailing peaceful life of mutual love and secular co-existence in this region.
Ø There is total paralysis of official functioning of the State Government, which must restore as the secretariat moves to winter capital. We insist that the secretariats at Jammu and Srinagar should remain operative throughout the year since it is not possible for people to go 300 km (each way) for solving their day to day problems for six months every year. Srinagar as such, remains disturbed, mostly under agitations, bandhs or curfew.
Ø The border population of Jammu suffers every time Pakistan troops violate the Cease fire. There should be permanent infra structure along the NH1A from Madhopur to Jammu and along the Akhnoor- Poonch Road to shelter border population whenever forcibly evacuated. These structures can be used by pilgrims or educational institutions during peace time or else provided as community halls to public on nominal payments.
Ø The youth in Jammu region are equally frustrated and antagonized due to rampant discrimination with them in spite of being law abiding nationalists. They must be given due share of employment opportunities and packages proportionately. A special recruitment drive should be launched for the evacuated youth from the borders with relaxed education QR since their studies have been disrupted. As on date over 100 schools of Jammu region are closed on the IB/LoC. As an immediate measure they must be recruited in the IRP battalions proposed for raising in J&K.
Ø On request from Neeraj Anand President of Chamber of traders federation, Th. Gulchain Singh Charak brought out that under the prevailing circumstances it is very difficult for the business community of J&K to file the Income Tax return by the prescribed date of 17th October, 2016 and requested the Finance Minister for extension up to 31st of December, 2016. The Finance Minister assured to consider the same favorably.
Ø Maj Gen Goverdhan Singh Jamwal while thanking the Finance Minister on approval of OROP brought out that the ex-servicemen in J&K have no job opportunities of employment and entrepreneur, hence deserve a better deal. He also amplified the hardship of the migrants for the border faced repeatedly.
Ø Doordarshan Kendra Jammu represents a vast region and is viewed in the border areas of the region, besides across the border. It has strategic importance and caters for aspiration of border towns. It is requested to put the Kendra on DTH for larger coverage of the programmes. D.D Kendra Jammu needs to be enhanced at par with the DDK Srinagar as there is no match between the allocation of budget i.e, Rs 2 Crores only for DDK Jammu and Rs 20 Crores of DDK Srinagar.
A full-fledged “Kashir Channel” was launched for telecasting the special programmes of 20 hours regularly to counter the vicious propaganda by the Pakistan television to generate hatred against our country among Indians living on both sides of the LoC. It could not serve the purpose, because the Kashmiri language is understood & spoken by a very few people on both sides of the border. Majority of people speak & understand Dogri, Gojri, Pahari, Mirpur & Punjabi etc. So starting of full-fledged “Duggar Channel” only will serve the real purpose.
