In an extra-ordinary meeting of the executive body of Dogra Sadar Sabha held under the Chairmanship of Th. Gulchain Singh Charak, the following issues of public importance were discussed which are required to be addressed by the concerned authorities on war footings:-
- The Sabha took a detailed review of the infamous Khour rape issue and decided to press for the demand of penalizing the culprits the so called protectors of the public who-so-ever they may be, irrespective of their political or other connections by giving them deterrent punishment. Speaking in the meeting Th. Gulchain Singh Charak termed the shameful Khour Rape case as rarest of rare crime as the perpetrator was none else than the SHO of Khour Police Station, whose prime duty is to prevent the crime in areas under his jurisdiction.
- The Sabha took a detailed review of the issue of killing of Chamail Singh in Pakistan jail and noticed with concern that late Chamail Singh has not been given the honour and compensation as has been given to Late Sarabjeet Singh in the similar case by the State and the Central Governments and demanded detailed enquiry into that, besides, giving him the status of Martyr and by extending all sort of help to his family including the adjustment of his dependents in the government jobs.
- The Sabha also noticed the issue of restoration/conservation of Mubarak Mandi Complexwith great concern as there is no visible progress on this project despite repeated appeals by DSS. The Sabha again appeals to the government to take up the restoration work before ensuing raining season. They also stressed for the proper development and maintenance of Jeo Pota complex Akhnoor—the most important heritage of this State.
- The issue of establishing a Sainik Colony for the Ex-servicemen of J&K was discussed in detail and it was observed that ex-Sainiks of J&K have given much sacrifices in safeguarding our borders in the State and Country. The Sabha feels that a Sainik Colony for the Ex-servicemen of J&K must be established in Kashmir valley for which Sabha would strive hard, Sabha also wants that govt. should come clean about its intentions for the establishment of the Colony without any ambiguity.
- The executive committee of DSS welcomes the decision of the government for enhancing the remuneration of Numberdars and Chowkidars, but simultaneously, observed that still the remuneration is very meager and quite disproportioned to the work being done by these functionaries, which should be at least Rs 2500/PM for the time being, it was also observed that these functionaries are functioning without any defined powers. The Sabha which is an umbrella organization for Numberdars/ Chowkidars would struggle further for taking their demands to the logical conclusion. President of Dogra Sadar Sabha has also met Revenue Minister in Srinagar on 12th of May, 2016 who has assured full cooperation in mitigating the problems being faced by these grass-root institutions.
At the end Sabha vehemently appeals to all the legislatures of the state in general and Jammu province in particular to raise these issues in both the houses of the legislature during the assembly session starting from 25th of May, 2016 forcefully and ensure proper action on the above mentioned issues otherwise there will be no use of their attending the session merely for the sake of some monetary perks and some positions in the government tolerating all type of humiliation in both the houses, when their heritage, history, culture and dignity etc are being destroyed and distorted.
