Sir,
The political activity for public representation in J&K has come to a screeching halt after the dissolution of the Legislative assembly. It appears that the elected representatives from all political parties including cabinet ministers have divorced the people who put them to power once.
It is not possible for everybody to find access to your high office or to the advisers, especially after the Durbar move to summer capital. Various delegations have been approaching the Dogra Sadar Sabha (DSS) with their genuine and pressing problems.
As president Dogra Sadar Sabha (DSS), me Th. Gulchain Singh Charak with my working committee have considered some of these pressing public issues for projection to your good office and release them through press for consideration of various concerned Government agencies:-
- The local sub-sub contractors working for four lane project on Road Udhampur-Banihal (NH44 Nashri-Ramban) belong to Ramban. They are employed by the Gammon India Company who is the sub contracting agency of NHAI. Gammon India has not paid these contractors even after the National Highway Authority of India has released the money to the said Gammon India. This has caused great hardship to the local sub-sub contractors who have put all their money at stake and are pushed to starvation. That besides the project work has also come to a halt, causing total disruption of the traffic thus hitting tourism very badly.
- The recent western disturbances, storms, unscheduled rains and cases of fires caused by High Voltage electric cables short circuiting have damaged many crops in various districts of Jammu Division. The loses are enormous affecting many hectors of land in scores if villages of border/Kandi districts. The overall impact has severely damaged crops of thousands farmers who are on the verge of bankruptcy and starvation.
- In an arbitrary un-thoughtful decision the Education Deptt. have declared 51number of schools who were earlier in summer zone to be now part of winter zone, vide a Government of J&K order and enforced it from the current session. This is without any change of their physical location and consideration of climatic change. The arbitrary uncalled for decision has inconvenienced all schools Batote, Gool and Ramban Education Zones, besides schools falling in Panchayts Ghari Kumate Bhartund. This has caused discomfort to thousands of students and their parents. This order is most disturbing to a large population of these affected villages and must be rolled back immediately.
- The Door Darshan Jammu Kendra is almost defunct and near closer due to paucity of funds, caused by discriminatory allocations. The artists are rendered jobless and the projection of Dogri/Gojri/Pahari languages scuttled
The DSS has been in regular touch with people of the state and thus projecting their genuine grievance. Kindly issue orders for the concerned Government agencies to kindly resolve the above said issues. The DSS also takes the opportunity to Review progress of pressing burning issues projected to the State Government earlier.
The president Dogra Sadar Sabha (DSS) had taken up various points with the Hon’ble Governor and his advisors after the desolation state assembly. It is sad that most matters stay un-acted upon or else very little has been done on the vital issued projected by the DSS earlier.
- The DSS appreciates that the Governor was very prompt and kind while allocating a sum of Rs 65Cr to start the Mubarak Mandi renovation work in the last financial year. However, little progress is visible on ground. Even the fate of the allocated amount is unclear, if it was at all released in the last financial year, carried forward, or else lapsed in the din of usual bureaucratic red tape. Once again the monsoon is already knocking at the southern parts of the country and the crumbling structures of the precious, prestigious Dogra heritage may get obliterated in next few months. Or else suffer additional extensive damages, beyond retrieval and enormous escalation of restoration costs.
- It is believed that the projection of the DSS regarding safe storage of the records and files of the archives was understood and some files have been moved back to the information department building; without renovation/ repairs. The amount of Rs 50 Lakh released by the last elected government for renovation has been spent in a most extravagant and inconsiderate manner as per the information received on our RTI request. Yet NO renovation has been carried out, which may need fresh estimates, demand, sanction and release of funds; thereby putting the action in cold storage and subjecting archives to yet another monsoon which they may not withstand before total ruin/destruction.
- The DSS members also pointed out that it is now a year when the governor’s bold steps got the Panchayat elections was carried out. But the institutes of Panchayats are still toothless and resource less. The declared “three tier system” under the 73rd amendment is yet to see the light of the day since no Tehsil, Distt or State level councils have been formed. The elected Panch/Sarpanch are left with only four years and will stand to lose faith of people for not being able to function and deliver results. Similar is the fate of the Chowkidars/ Namberdars since none of the decisions to improve their lot has been implemented.
Th. Gulchain Singh Charak expressed his great concern about the situation in Bhadarwah and called it a deliberate design to hamper tourism to “Chhota Kashmir” and create unemployment, communal discord and disturbances and create Kashmir like conditions in this peaceful region known for communal harmony and brotherhood.
The members have taken out a protest march lead by their President and former minister Th. Gulchain Singh Charak from Dogra Sadar Sabha to Jambu Lochan Statue near Ranbireshwar temple on 21st May 2019, held a symbolic Dharna and submit a memorandum for the Governor to the Divisional commissioner in his office at 2:00 PM. Prominent in the delegation who met the Divisional Commissioner included Prof. N. K. Dogra, Sh. Prem Sagar Gupta, Col. Dr Virendra K. Sahi, VrC, Gambhir Dev Singh Charak, Maj. Gen. Mrs. Sunita Kapoor (Retd) VSM, Santosh Magotra, Janak Khajuria, Amanat Ali Shah, Dr. O. P. Saini, Sdr. Kulbir Singh, Chhankar Singh, Dr. Raghubir Singh, Madan Bhagat, Sdr. Sukhdev Singh, Sdr. Mehar Singh, Raj Kumar, Balwant Saini, Girdhari Lal, Madan Rangeela, J.S. Babli, Dharam Chand President DSS Ramban, Mohd. Ashraf Sarpanch Chanderkot, Salam Din Contractor Chanderkot, Raj Singh Sarpanch Seri Ramban, Ramesh Singh Sarpanch Bagni, Musabar Ali Contractor Ramban, Sartaj Ali Contractor Ramban, Magal Dass Dogra, Srd. Sudarshan Singh, Baldev Raj and Bharat Bhushan Talwar.,
